Teaching Democracy to Future Leaders

The YMCA of Metro Chicago’s Youth & Government (Y&G) delegation, part of the Illinois YMCA Youth & Government program, cultivates the next generation of changemakers. Participants are empowered to explore civic engagement and public service through hands-on experience in the workings of the Illinois state government.  

How It Works

Youth & Government is a mock government club focusing on civics and leadership for high school students across Illinois. Through this six-month program, students take on roles that are fundamental to the Illinois and U.S. government. Along with in-person regional sessions, all students gather at a statewide General Assembly at the State Capitol in Springfield, IL, every March.

Youth & Government Tracks

Each student takes on a unique role in the program. No matter which track you pursue, each role fosters leadership skills, civic engagement, public speaking, self-confidence, and new perspectives.  

  • Legislative Track

    Students create and refine bills on issues that affect their communities and daily lives. The Legislative track culminates with a weekend-long Youth Session at the Capitol in Springfield with around a thousand delegates from schools and YMCAs across the state.

  • Judicial Track

    Students delve into case material to represent one of two sides of appellate criminal law cases: the State prosecutor or the convicted defendant, authoring bench memos and preparing to argue their cases. Arguments are delivered in front of the Youth Appellate Court during the program’s culmination event at the Supreme Court building in Springfield.

  • Additional Tracks

    Students can select roles that explore the responsibilities of the Executive Branch, press, and lobbyists. Participants gain meaningful, real-life experience in how these roles contribute to the Illinois state government.
